RENCANA untuk menyerahkan pengelolaan kawasan Buyan kepada investor, disesalkan pengamat lingkungan Dr. Kartini dan Direktur Eksekutif Wahana Lingkungan Hidup (Walhi) Bali Agung Wardana. Kehadiran investasi dengan mencaplok ratusan hektar hutan akan semakin merusakkan kawasan Danau Buyan. Apalagi saat ini sudah ada dua investasi yang menguasai hutan masing-masing 20 hektar. Atas fenomena perusakan hutan dengan dalih penataan ini, walhi Bali akan membawa hal itu ke ranah hukum. Sebab ada indikasi terjadi kejahatan terhadap lingkungan.

Kartini mengaku sangat kecewa terhadap pemerintah (Pemkab Buleleng dan Pemprov Bali) yang menyerahkan begitu saja hak pengelolaan kawasan Buyan kepada investor, PT Anantara. Ketika ruang suci itu dijamah investor, Bali tak hanya dicederai secara ekologis, nilai-nilai spiritual yang dijunjung berabad-abad juga dikangkangi.

Ia juga mempertanyakan kemampuan investor menempatkan kearifan lokal dalam proyek prestisiusnya. 'Apakah investor itu menyadari bahwa di sana suci? Dan, apakah investor tahu bagaimana menjaga kesucian itu? Bagaimana tanggung jawabnya terhadap leluhur yang meletakkan dasar-dasar kesucian; yang meletakkan dresta, sastra, bhisama?' gugat Dr. Kartini.

Untuk itu, dosen senior Unud ini mengajak semua pihak agar tidak terjebak dalam cara pandang sempit seputar rencana pengembangan kawasan Buyan Eco-Cultural Heaven, melainkan melihatnya secara komprehensif. Artinya, jangan hanya terpukau pada iming-iming ekonomis sesaat bagi segelintir orang, tetapi mesti mempertimbangkan manfaat ekologis, sosial dan spiritualnya bagi Bali secara keseluruhan.

Artinya, jangan semuanya diserahkan kepada investor. Masyarakat Bali juga mampu menjaga alamnya secara baik. Tinggal pemerintah memberi pendampingan dalam bidang teknologi.

Seperti pertanian organik. Di kawasan itu juga sudah dikembangkan oleh seorang warga setempat, dan berhasil. Jadi tidak perlu mendatangkan investor hanya untuk mengembangkan pertanian organik, sebab masyarakat sudah mampu melaksanakan. Tinggal pemerintah melakukan pembinaan dan pendampingan sehingga hal tersebut makin berkembang.

Mengingat makin menurunnya daya dukung alam Bali, ia bahkan menawarkan perlunya jeda atau moratorium pembangunan fisik yang bersifat eksploitatif dan eksploratif. 'Krama Bali harus berani nindihin Bali. Kita semua harus berani menolak semua investor yang dalam pembangunannya berbentuk eksploitasi dan eksplorasi terhadap alam Bali,' ujar Kartini.

Sementara itu, Agung Wardana mengingatkan kondisi kawasan Buyan dan hutan di sekitarnya saat ini sudah babak belur. Selain PT Anantara yang bakal mengelola 900 ha, sebelumnya PT Nikita dan PT Bali Nusa Bali Abadi telah mengantongi izin dari Menteri Kehutanan dan masing-masing mengelola 20 ha untuk akomodasi wisata dan agrowisata.

'Jangan membuat Buyan makin merana dan Bali makin tersiksa. Inilah akibat dari kajian amdal yang sepotong-sepotong, dilihat proyek per proyek. Mestinya ada kajian menyeluruh yang menggabungkan itu semua dan melihat dampak jangka panjangnya bagi ekosistem Bali. Dengan demikian, tak mudah meloloskan suatu proyek,' tegasnya.

Terkait hal itu, ia juga menyesalkan persyaratan Gubernur Pastika terhahap pengembangan kawasan Buyan yang dinilainya sangat sederhana. Persyaratan normalisasi Buyan melalui pengerukan untuk mengurangi sedimentasi serta penanaman pohon sebagai green belt (sabuk hijau) yang mengitari Danau Buyan dinilainya terlalu mudah bagi investor.

Menurut Wardana, kalau memang ada niat, mestinya normalisasi Danau Buyan bisa dilakukan oleh Pemprov sendiri. 'Kalau sekadar untuk mengeruk danau, Walhi juga bisa,' sindirnya sembari meminta pemberi izin, baik Pemkab Buleleng, Pemprov Bali dan Dephut yang terkait proyek Buyan Eco-Cultural Heaven bersikap jujur terhadap masyarakat dan mengutamakan kepentingan yang lebih besar yakni Bali.

Untuk itu pihak Walhi akan mengkaji dengan serius untuk membawa kasus ini ke ranah hukum. Sebab ada indikasi telah terjadi pelanggaran-pelanggaran yang memperkosa alam tanpa memperhatikan kearifan lokal dan keselamatan Bali secara keseluruhan. (gre)

Banjir kali ini juga mengindikasikan bahwa potensi tenggelamnya sejumlah kawasan di Bali makin terbuka jika birokrat tidak segera melakukan perencanaan secara holistik dan menerapkan penegakan hukum yang lebih tegas terhadap pelaku kejahatan lingkungan.

Demikian pandangan pakar lingkungan Unud Prof. IB Adnyana Manuaba, pengamat lingkungan Unud Dr. Anak Agung Suryawan Wiranatha dan Dekan FMIPA Unud Raka Dalem, Senin (12/1) kemarin. Prof. Adnyana Manuaba menilai banjir yang terkonsentrasi di kawasan Kuta, Sanur, Gianyar dan Panjer, Denpasar Selatan jangan dianggap sebagai fenomena kasuistis. Banjir kali ini harus diposisikan sebagai ekses kesalahan melakukan pengelolaan dan pengawasan terhadap pembangunan infrastruktur fisik. 'Wilayah Panjer dan Kuta bahkan tumbuh tanpa kontrol, sehingga ruang terbuka tak lagi mendapat perhatian. Ruko dan perumahan muncul di mana-mana, bahkan cenderung mengabaikan tata ruang,' kritiknya.

Akibatnya, wilayah ini tak memiliki daya tahan untuk menghalau laju air permukaan dan banjir adalah bentuk hukum karma dari keserakahan manusia terhadap alamnya. 'Pejabat berwenang selaku pemberi izin pembangunan di kawasan ini mestinya bertanggung jawab atas banjir tahunan yang makin ganas,' ujar Prof. Adnyana Manuaba.

Ia menuding pengelolaan atas Bali selama ini lebih banyak berdasarkan kepentingan kekuasaan dan terkadang memfasilitasi kepentingan orang Jakarta, termasuk kepentingan politis. 'Ada banyak bangunan yang mestinya izinnya ditolak namun tetap lolos, karena pemiliknya memiliki koneksi politis dengan penguasa. Cara pengelolaan Bali semacam ini harus dihentikan, dan pejabat harus berani menolak tawaran investasi yang berisiko terhadap rapuhnya daya tahan alam Bali menghadapi fenomena alam.'

Prof. Adnyana Manuaba melihat banjir di kawasan Panjer, Sanur dan Kuta juga patut dicatat sebagai bentuk kegagalan perencanaan pembangunan Bali. Ada banyak jalur jalan yang mestinya desainnya tak melingkar, malah dibangun melingkar. Akibatnya, terbentulah kolam-kolam terbuka yang menjadi wilayah tampungan air hujan. Ini terjadi karena laju air terbendung badan jalan dan arus air menuju sungai dihadang pemukiman penduduk dan ruko.

Membaca Alam

Adnyana Manuaba menyarankan pejabat di Bali membaca gejala-gejala alam dalam mengantisipasi luapan air. Kini gejala ini diabaikan, bahkan cenderung dilawan dengan melakukan pola-pola betonisasi. Akibatnya banyak titik buangan air menuju badan sungai tertutup, sehingga laju air terkonsentrasi di jalan raya. 'Saya merasakan bahwa kepekaan dalam mengelola alam Bali amat kritis. Padahal hampir sepanjang hari belakangan dunia selalu disuguhi wacana tentang risiko pemanasan global,' ujarnya.

Pakar lingkungan ini mengkhawatirkan potensi tenggelamnya sejumlah daratan Bali akan makin cepat, mengingat perencanaan Bali yang amburadul dan lemahnya penegakan hukum bagi pelaku kejahatan lingkungan.

Raka Dalem mengatakan wilayah sergapan banjir di Denpasar pada tahun-tahun mendatang akan terus meluas. Ini terlihat dari lemahnya daya tahan daerah hulu terhadap empasan air permukaan. Jika daerah Gianyar yang masuk daerah hulu juga rawan banjir, maka Denpasar kondisinya jelas akan lebih parah. Terlebih arus air menuju laut di perkotaan makin kritis akibat pendangkalan dan dicaploknya daerah aliran sungai untuk kepentingan ekonomi.

Ketua Kelompok Studi Ekowisata Bali ini meminta betonisasi di kawasan resapan di daerah hulu dibatasi. Selain itu, pemerintah harus memperbanyak kawasan tutupan dengan melarang pembukaan kawasan hutan lindung menjadi hutan produksi. Kesalahan proteksi kawasan hulu ini akan menjadi ancaman yang menakutkan bagi warga Denpasar. 'Saya yakin jika hujan deras terus terkondisikan, tidur warga Denpasar tak akan pernah nyenyak. Banjir kini menjadi fenomena alam yang sulit diprediksi,' ujarnya. Ia berharap semua komponen di Bali belajar tunduk pada alam, bukan malah menunjukkan kekuasaan terhadap alam.

Pengamat lingkungan dari Universitas Udayana Dr. Anak Agung Suryawan Wiranatha mengatakan, penegakan hukum di bidang lingkungan harus benar-benar dijalankan dan tanpa pandang bulu. Dia mengimbau agar pemilik gedung-gedung besar juga melengkapi bangunannya dengan tampungan-tampungan air di bawah tanah. Dengan demikian, saat terjadi hujan lebat, air bisa diserap dan tidak langsung mengalir ke mana-mana. (044/056)

PEKANBARU (Riau Online): Limbah rumah tangga, terutama bahan plastik yang menumpuk di badan Sungai Siak tiap tahun terus bertambah, bahkan limbah tersebut telah mengancam kedangkalan sungai tersebut.
Koordinator Tim Rona Lingkungan Drs Tengku Amriful Amri, MSc di Pekanbaru, mengatakan, dari hasil penelitian yang dilakukannya, tumpukan sampah plastik dibadan sungai Siak terutama di areal pemukiman dan dermaga terus mengalami peningkatan.
Ia mencontohkan ruas badan Sungai Siak yang padat pemukiman dari Jembatan Siak I - Pelabuhan Pelindo - muara Sungai Sago (anak Sungai Siak) tumpukan limbah plastik di ruas terebut sangat tinggi.
"Deposit limbah plastik di kawasan tersebut mencapai tiga meter," ujar Amriful yang secara kontiniu melakukan penelitian terhadap Sungai Siak.
Menurut dia, tidak hanya di ruas pemukiman Kota Pekanbaru yang mengalami penumpukan sampah plastik dibeberapa lokasi yang padat pemukiman juga terjadi penumpukan sampah karena Sungai Siak yang panjangnya 300 kilometer melalui empat kabupaten/kota yakni kabupaten Kampar, Rokan Hulu, Siak dan Kota Pekanbaru.
Ia menjelaskan, pencemaran limbah padat yang terbesar terjadi di ruas Pekanbaru karena pemukiman di daerah ini padat ditambah pula sampah yang dihanyutkan anak-anak sungai yang bermuara di Sungai Siak.
Menumpuknya limbah plastik dibadan sungai karena perilaku masyarakat setempat yang dengan sengaja membuang sampah ke badan sungai.
Ia mengatakan, perilaku masyarakat sebetulnya dapat diubah jika saja ada kesadaran masyarakat untuk menjaga kebersihan lingkungan dan pemerintah daerah mau membangun tempat pembuangan sampah di lingkungan padat penduduk yang berada di tepian sungai.
"Yang terjadi selama ini tidak ada tong sampah yang dibangun Pemda di pinggiran sungai akibatnya masyarakat begitu saja membuang sampah ke badan sungai," katanya seraya menambahkan pemerintah daerah harus proaktif mensosialisasikan hidup bersih pada masyarakatnya dan agar Sungai Siak tidak dipadati limbah. Plastik setiap hari selalu ada di kehidupan kita. Kita memakai plastic sebagai pembungkus makanan, mainan, tempat makan, dan keperluan lainnya. Setelah selesai memanfaatkan bahan yang terbuat dari plastik kita membuangnyan seenak hati kita. Kita tidak mengetahui bahaya apa yang bisa ditimbulkan oleh plastik. Plastik memerlukan waktu kurang lebih 200 tahun agar bisa terurai dengan tanah. Bisakah anda bayangkan berapa juta plastik yang di hasilkan oleh dunia setiap harinya? Berjuta2 sampah plastic, berton2.. Seberapa parah dunia kita ini di masa yang akan datang jika kita terus menggunakan plastik dan membuangnya seenak hati kita. 1 jaga kesehatan diri sendiri karena semua hal berawal dari diri sendiri dan jika anda sendiri sudah menerapkan pola hidup sehat maka akan mudah mwujudkan lingkungan yang sehat.

2 budayakan gotong royong dan kerjasama diantara kalangan masyarakat tempat anda bermukim,mungkin anda di lingkungan tempat tinggal melaksanakan gotong rong seminggu sekali.

3 Hindari buang sampah sembarangan,walaupun itu hal yang kecil namun akan berdampak sangat peka terhadap lingkungan.

4 jangan membuang sampah sembarangan ke aliran air,missal sungai dan got2 karena itu akan menyebabkan got dan sungai menjadi mampet akhirnya air got jadi naik,itulah hal yang fatal,apalagi jika sampai terjadi kebanjiran.

5 Gunakan air PAM atau iar sumur secukupnya sesuau kebutuhan anda,biasakan melakukan pola hidup hemat.

Kenapa kita harus membuang sampah sembarangan jika kita bisa menyimpannya dan membuangnnya setelah menemukan Tempat sampah?

Hal ini merupakan fenomena yang sering kita saksikan di tempat umum. Padahal tempat sampah dekat sekali jaraknya dengan tangan mereka, tapi tetep saja keinginan untuk membuang di tempatnya tidak muncul? Hal ini disebabkan oleh beberapa faktor;

1. Kurangnya kesadaran dari dalam diri
2. Sikap malas
3. Dan kurang disiplin.

Sebenarnya masih banyak faktor yang mempengaruhi. Faktor kebiasaan juga merupakan salah satu alasan. Jadi tolong mulai dari sekarang kita belajar untuk membuang sampah di tempat yang disediakan. Mulailah dari diri sendiri.

Pemanasan global adalah adanya proses peningkatan suhu rata-rata atmosfer, laut, dan daratan Bumi.

Suhu rata-rata global pada permukaan Bumi telah meningkat 0.74 ± 0.18 °C (1.33 ± 0.32 °F) selama seratus tahun terakhir. Intergovernmental Panel on Climate Change (IPCC) menyimpulkan bahwa, "sebagian besar peningkatan temperatur rata-rata global sejak pertengahan abad ke-20 kemungkinan besar disebabkan oleh meningkatnya konsentrasi gas-gas rumah kaca akibat aktivitas manusia"[1] melalui efek rumah kaca. Kesimpulan dasar ini telah dikemukakan oleh setidaknya 30 badan ilmiah dan akademik, termasuk semua akademi sains nasional dari negara-negara G8. Akan tetapi, masih terdapat beberapa ilmuwan yang tidak setuju dengan beberapa kesimpulan yang dikemukakan IPCC tersebut.

Model iklim yang dijadikan acuan oleh projek IPCC menunjukkan suhu permukaan global akan meningkat 1.1 hingga 6.4 °C (2.0 hingga 11.5 °F) antara tahun 1990 dan 2100.[1] Perbedaan angka perkiraan itu dikarenakan oleh penggunaan skenario-skenario berbeda mengenai emisi gas-gas rumah kaca di masa mendatang, serta model-model sensitivitas iklim yang berbeda. What is Integrated Pest Management? You've probably heard the term before. It's one of the most important subjects in the practice of Organic Pest Control, and contains methods that no gardener or landscaper should be without if they intend to stay away from harsh pesticides.

Simply speaking, Organic Pest Control and Integrated Pest Management (IPM) are all about the idea that chemicals should be the very last resort in caring for your lawn or garden. IPM is a multi-faceted approach to doing this effectively. Listed below are some of the various techniques one may use if they intend to use IPM and organic pest control techniques to their fullest:

1. Your soil health is by far one of the most important variables. When a plant is healthy from healthy soil, it's more able to effectively keep bugs and pests away. Think of plants as having immune systems, much as people do. If a person does get essential vitamins and nutrients, his/her health can deteriorate and that person may suffer from diseases and illnesses. Plants are much the same in that respect.

2. Instead of using chemicals, allow the ecosystem to do its own work. Using harsh pesticides often kill the pests' predators, such as spiders and ladybugs.

3. Pruning unhealthy sections of your plants by hand keeps nutrients from the soil going to the healthy parts of the plant, instead of having to spread the nutrients to unhealthy sections. While doing this, make sure to not leave &quotstubs" hanging out from the plant. Pests find homes in these stubs, so make sure to prune flush with the stalk or stem.

4. Weed as much as possible, preferably by hand. Weeds suck essential nutrients from the soil, which keeps your plants from receiving the nutrients it needs to survive and fight off pests.

5. Start your planting earlier in the year before the bug season starts. This will allow your plants to be better suited for any type of infestation that may occur. A more mature plant would be better able to fend off an attack.

6. The best type of plant is a plant native to your local ecosystem. Don't plant palm trees in Vermont; you'll only disappoint yourself with the results. A native species is better suited to the local environment and pests that naturally occur in that locale.

7. Keep a close eye on your plants as they grow. Stay involved, and don't be afraid to get dirty. You'll be much more aware of any pests that may show up.

Easy Ways To Make Your Home More Energy Efficient

The average home spends a whopping $1500 annually on energy costs an energy bottom line that is much bigger than it needs to be, because a significant portion of that energy is wasted and lost. Energy Star rated ceiling fans do the job even better, moving air more efficiently and using less energy than traditional ceiling fans.

Insulating your home is another way to stop energy loss. By checking the seals around doors and windows, you can prevent leaks and drafts that make your home inefficient by replacing old, worn-out weather-stripping and caulking. Adding door sweeps beneath outside access doors also increases insulation. Remember, windows and doors aren't the only place air leaks can occur. Also make sure vents, recessed lighting and the attic accesses are properly sealed.

Planting shade trees and wind breaks (such as evergreen trees) in your yard can also help with heating and cooling your home, in addition to beautifying the earth. All it takes is a little planning and the results can make a big impact on your energy bill. Shade trees should be planted on the sunny south side of your house, no closer than 15 feet to your home (otherwise the roots of the tree can cause problems with your homes foundation). Windbreaks are most effective on the northwest side of the house, planted in staggered or double rows.

These are just a few of the multitude of easy ways you can lower your energy consumption. There are many more, including unplugging unused appliances, turning off a light when you leave a room, and using cold water to wash your laundry. By following some of these simple tips you can make the planet a better place by using less energy and put some extra money in your wallet.
